Dr. Victor Utong is held from Oruk-Anam LGA in Akwa Ibom state, Nigeria. He holds an Associate Degree in Mechanical Engineering and B.Eng in Petroleum Engineering, LLB in Law, Post Graduate Diploma in Education, Masters and Doctorate degree in Education Administration.

Dr Utong's tract record of employment span above 30 years in Mobil Producing Nigeria Unlimited, Eket and Esso Exploration and Production Limited, Lagos Deepwater (FPSO).

In the course of employment, Dr Utong has traveled and worked in many Countries including South Africa, Singapore, Malaysia and Dubai.
